Is it too early for this to be a topic?
Namibia has dropped out of the SA domestic competitions which is terrible for the development of their program but good for Canada because both are in Div. 2. The reason is money.

Well, Namibia, nor any other Associate, has ICC Sugar Daddy like USA/Canada does.
Which brings up something I've always wondered about: what's the financial
arrangements for USA/Canada to play in these Windies events? Does ICC pay the Windies?
Windies certainly can't be giving them a cut of the ticket/broadcast sales.

A cut of the gate money for Canada's first two games wouldn't buy a bus ticket to King City- stands almost completely empty. No interest in watching these teams- maybe a few more will come out for T+T. Canada have been performing well so far.

Since the North American teams are total no-draws have to
assume ICC's paying the Windies $$$$ to have them
participate.

The top four teams in Div. 2 will get ODI status! No matter what, Canada (well, everyone) will get more 50 over games home and away. Also, every team in the world has to qualify for the World Cup. Associates will have to show interest in the ICup and pay for it.

Great news about the top 4 of WCL2 playing into League 2. As you say, in the worse case teams don't go into dormancy. There is cricket for the next generation to look forward to.

Maybe Namibia is out of South African competition but they will host WCL2 (again!). It might have made the difference when they narrowly beat Canada at home this spring, costing Canada a spot in the World Cup Qualifier.

With the last WCL3 (2018) in the books, the field is set for the last WCL2 in April 2019 :
Papua New Guinea, Hong Kong, Canada, Namibia (host), Oman, United States

Edit: Cricket Canada announced in the December 2018 edition of "Wickets" that the 2019 WCL2 will be played April 18-28.

This D2 format is really pretty screwy. Six teams and four advance.
Going to have a lot of meaningless matches near the end and, even
worse, the teams that have qualified could determine who will be the
two who don't qualify by not playing "very hard" in some of their later games.
But then, the ICC's never been accused of being overly smart.
